This list is beyond absurd. Although the QB situation in the NFL is pretty absurd at this point as well. I guess the top 6 is pretty accurate, although I'd switch Brees and Rivers. After that it's pretty much a mish mash of mediocrity and outright awfulness. You could make a very strong case for #13-17 rounding out the bottom of the list, rather then being ranked in the top half of the league.
