No, he is admitting that he procured the quaaludes and gave them to women who willingly took them, this is a separate issue from when he was accused of giving them to women who were unaware they were taking them. If someone offers a woman drugs and she takes those drugs willingly then what is wrong about that. This is not about whether drugs are right or wrong it is about a person willingly accepting something not being slipped something.

Admitting to giving them the drugs doesn't completely prove he raped them. But he did settle out of court with this woman. And 100 others are saying he drugged and raped them. You can draw your own conclusions. As for the '70's. Most people I knew didn't go to Studio 54 or the Playboy Mansion. (Hef called quaaludes "thigh openers"). And the concept that date rape and drugging girls was ok: It wasn't even a consideration.
