If he wants 10 mil per you let him walk. Plus you get a compensatory pick for him. But Mac might be afraid to underspend his cap money. Harris has had his better days.
I'd like to see him back at a reasonable price on a 2-3 deal, but if not, there will be some very good ILBs at the top of the 2nd like Denzel Perryman, Benardick McKinney or Paul Dawson. Wouldn't be the end of the world if he left.

Harris was a Mangini-Tanny 2nd round pick in 2007. Not sure if they have a relationship but I wonder if the Niners would be an interested party and if they could use Harris.
He's coming off of a good year and with his number of tackles has good value. Bowles after watching his tape will have a strong opinion on him. And both him and Mac know they have to win now. They will probably try to re-sign him.
The salary if we tag him is 11.55 mill a year which is far higher than his value. Therefore nobody would be willing to trade assets and pick up that salary
