Ok so I'm going to take the contrarian position that it is reasonable for OP to ask the question and we're needlessly calling him names and jumping down his throat. This was a relevant question and was clearly not a troll. Heck, it was written in proper grammar too To answer the question, I expect a warning. Probably nothing more. No it isn't clearly tampering. (I will agree that it was not a smart thing to say, but Johnson is not an idiot.) Woody Johnson said that he would have been willing to take the deal the Patriots got. He was talking about THE PAST. He never said he wants Revis now or any time in the future, he said he would have been interested in him before the 2014 season, when he was a free agent. That is different from the example, which says that they would want the player right now. You should also know that WJ said he would like DeSean Jackson if he was cut from the Eagles. While Jackson wa still on the Eagles. That was clearly tampering, but y'know what happened? No draft forfeitures. No fines. No warning. Woody awkwardly backtracked and then nothing happened. Rex had said repeatedly "if I had a QB like Brady..." Or Peyton. Nothing happened. Where they will take action is when a GM or coach is contacting the player or his agent, expressing interest, and basically telling him "if you reject your current team, I will give you what you want." The rule is written more broadly than that, but in practice it's not enforced as written. Just like they don't call every holding penalty. Bottom line: this was not tampering because WJ did not address the present or future.
Or what Jerry Jones did with Adrian Peterson and was given no punishment, I do think Woody misused his words and by the NFL law it technically is tampering but I doubt anything becomes of this. Even Bellichump seemed to shrug it off as a non issue.

My eyes almost literally rolled out of the back of my head when I saw this article and the follow up late yesterday afternoon. If NFL tampering rules are really this stupid, then they need to rewrite that book. I don't think Stammerin' Woody meant any harm there, fellas. Let's just let this one go, eh? The part that sort of jumped out at me was the "if I knew we could get him for that contract" comment. I think Woody is just back pedaling here. Maybe Idzik brought up Revis' name and Woody just said, "No, no, no... no way." And now he's gotta cover his ass for the fans.
I didn't see or hear that last part of the quote yesterday. That's problematic. This ain't SpyGate though. I'd say the Jets are not likely to face much of a penalty and certainly not likely to lose a significant draft pick. Maybe swap 7ths at worst.
In the scheme of things the comment seems relatively harmless. Of course this may be a reason that we don't bring Revis back. If Revis doesn't sign here there was no harm done really.
