Seems like a very interesting candidate. As others have noted, he's spent many years sifting through a low talent pool and still fields a successful team (within CFL). With the current Salary Cap failures, this Jets team is going to spend the next two seasons trying to find useful talent without spending money (like Howard & one season of Landry) & Popp seems to specialize in this field. One thing I'm not seeing though is experience at comparing/contrasting high-level college talent & avoiding the busts. My guess is that it's a different process to evaluate players drafted in first two rounds. Most of them will be flashing the ability to succeed in the NFL occasionally on film. He'll have to find the ones in this group that can do it consistently. At the same time, it also makes me feel confident he'll have decent chance of pulling of Slauson level picks in the really late rounds. These aren't stars but they really increase your depth & save you salary cap wise. Personally, I've got no idea if he can handle the job BUT he looks like a valid candidate to interview. I'm not agreeing with the concept that he's CFL & therefore should be rejected immediately.
Yes, and it is pretty tight. I can't remember the exact amount but they are severely hindered financially. They also need to have a percentage of the team be Canadian. Obviously that doesn't apply here but it just shows another roster obstacle that he has managed to handle while keeping his team dominant. Again, I'm not saying that cfl success directly translates to nfl success but I'm sure someone else also pointed this out when the Fins signed wake.
By that reasoning why should we try out a college coach when hiring a HC/OC/DC? After all, if they were good they'd be in the NFL, right? This is wonderful circular reasoning.

Whats the difference in talent level have to do with it? The leftover players from the NFL are most likely better than most of the starters in the CFL and with a limit of 3 American college football players per team, they have some serious scouting to do. When you pick from a "talent pool" you should be able to find the best of that pool. The CFL's talent pool isn't SMALLER, its just weaker. So you still have the find the best. It like when you pick teams for dodgeball and there are always the worst kids left for last? You have evaluate which kid you are going to leave to the opposing captain to pick. How do you leave him the absolute worst kid? Talent evaluation...
