I think it's hilarious when people get all huffy about what a decade is, mostly because they're all wrong. A decade is a decade is a decade. All it means is ten years. The way millennia or centuries are counted/tracked doesn't change this definition. 1994-2003 was a decade. So as long as you're talking about a ten year period, you're correct. After that, the degree of correctness is about context. Are you talking about decades since a particular reference point, say, 0 CE (you could call that a mathematical decade)? If so, it might matter that you start from Year xxx1 and go to Year xx10. But when discussing (for lack of a better term) cultural decades, it's common (and still correct) to refer to "2000-2009" as a decade. The Sixties were a decade, right? Are you telling me that the Sixties included the years 1961-1970, but you don't count 1960? Come on.

While nobody really cares and I don't care to be turn this into some kind of pedantic debate, I don't consider 2010 the start of a new decade either because there was no year zero. It depends on what calendar you are going by. Mine says a decade always starts with a number ending in zero.
