Could be interesting depending on how much they would pay him. He is a pretty big risk to give any kind of multiple year contract.

We need a reliable starting OLB who can pass rush; we've already got depth. Sounds like they might be looking to replace a certain over-paid backup....
I mean we will assuming we draft/sign someone who can pass rush. Cactus would be a solid backup and I think Gladys could be a decent stopgap if he were staying.
Travis LaBoy certainly isn't a premier outside linebacker, but I think if he stays healthy, he's a better option than Marques Murrell, Vernon Gholston, and Kenwin Cummings. I wonder if this guy has any value on special teams?
Since were so restricted in free agency a guy like Laboy would be good. He's had injury issues in the past and was overpaid by Arizona but he's a guy that can pot 6-8 sacks a year.
I think that if he doesn't injured, Travis LaBoy can be a productive and effective player in this league. The guy's got a lot of talent, he just can't stay* healthy.
Since he's talented but injury prone, it seems like a pretty good idea to bring him in as a situational pass rusher with upside. You see some of the better franchises in the league build depth this way all the time.
