I don't know any dealers that do their own haul in bulk, those are the ones asking to be busted. They carry what they are going to sell and re-stock to avoid a heavy charge if they get picked up. Any dealer dropping off ounces and more would be a moron to be holding more than he needs. As far as your second point, I agree with dubadegi more, he had no tools for consumption, such as papers, blunts, pipes, etc. But he did have a scale. That is distribution tool. I'm not saying he intended to distribute, but let's say it's a cop pulled him over and had no idea who he was... the signs point more toward distribution than consumption if you look objectively at the evidence.
