Bradway was in charge and made the decision to draft him at #4, so the responsibility is his, but if we're saying he was paid too much for a #4 pick, than Tannebaum deserves blame for that. I'm not saying that's the case though, I don't remember how the #3 and #5 picks were paid that year.
