I can't speak for her because I just picture her as someone who fell up but Vance is cunning and calculated. He's smart and has aspirations on something higher up the food chain. The idea that anyone with half a brain who isn't in a cult will buy that Maxwell said he was innocent so it must be true is going to accept that is really throwing a Hail Mary.
