NFL rules which the owners agreed to. The idea is it's easier to build a fanbase for a single team than the NFL as a whole. Once regions are "locked in" so to speak, the marketing will expand to include every team, but that could take a decade. Cleveland Browns were awarded the Nigerian market, so it's definitely a long term strategy to build global interest.

Steelers started making a big push here last season but the country is still basically full of middle aged men in 10 year old Brady jersies who proclaim to be Pats fans and just keep saying onto Cleveland. I hate every last one of them
In one way, it makes sense that the Irish could become fans of the Jets and Eagles, since our uniforms are green, and the green shamrock is the symbol of Ireland
