This is exactly right. He was throwing way too quickly before receivers were making their breaks or separation. If he let those two last INT plays develop he finds an open receiver in the zone.
Zach made bad decisions and compounded that with bad throws. He had a bad game, there's no other way to look at it. He got beat by a relatively vanilla zone scheme, that's what is most concerning.
