I'd pass before the draft. But would consider after the 2019 draft, meaning a trade would be for 2020 picks. Similar to what the bears did last year. You get the player for the year, which makes you better, but pay with a future pick. Clowney is probably the most attractive one of the potentially tagged pass rushers.

Mac typically fills all of our needs in free agency. Whether he gets great players or not can be argued, but if we need a position, he typically fills it. So then we go into the draft and take the best player available (at least in round 1). I would not be surprised if we signed two edge guys and still drafted one at the top. I also wouldn't be surprised if we signed 2 OL and after a trade down took another OL. Basically, whoever we target, won't really change who we draft.
