In terms of the bolded parts, you don't start a player just because you drafted him, and the GM should never dictate who is on the field. I always heap praise on my fellow colleagues, remember what happened to Mangini when he spoke ill of the emperor? If I knew I was going to play against a scrub team with a terrible HC I would praise him as well. My team would benefit from him being on the sideline.
I didn't say that a player should start just because he was drafted, but he should be developed, get some playing time, and given an opportunity to win the starting job. I did it for the reaction, you know that's his son right? Kyle Shannahan has turned out to be successful, why punish the son for the fathers sins? Nathaniel is getting a lot of praise from Marrone and the Jaguars for helping Bortles and the offense be more productive.
