The people who want a wall want a wall first and foremost. If you gave them an option of the US paying for the wall or no wall, they'd pick US paying for the walk. How it's paid for is secondary. If Mexico pays for it, it's a bonus.

If Trump had told the truth and said at all those rallies: "We're gonna build a wall and pay for it too..." you have to wonder just how that would have been received. What Trump said has not translated into reality. Mostly its been just red meat for bigots that need someone other than MooseLambs to hate. Mexico told Trump to take his wall and shove it up his ass. Canada is about to tell Trump to fuck off as well. If this is his way of destroying NAFTA, its working quite well. The wall is a useless concept. It will not save one job from leaving the USA and it will not stop a single H-1B visa from being granted to take what would be a high-paying US job and give it to an elite from the 3rd world. That people are still talking about it just goes to show that useful idiots don't stop talking after an election.
It was a meaningless declaration. It's the ideal goal but it still required a third party -- the Mexican government -- to agree with. Just because Trump said so as the goal doesn't mean it was something he could simply implement and no rationale person would expect otherwise.
