Because bringing Johnny Manziel to the bright lights of Broadway would be good for anything other than tabloid headlines for 6 months until he was found dead with a needle hanging out of his arm in some hotel room in Chelsea? Would I bring Manziel to NYC for a look-see after he totally had his shit together? Sure. That'll be in a decade or so.
If he is clean it would not hurt to bring him in for a tryout. There is no way we find someone half as good with his price tag. Of course we could choose to only bring in boyscouts at the expense of losing foutreen games each year.
JaMarcus got tryouts 3 years after failing out of the league on that sizzup. I'm interested to see how this NFL spring league is going to be, and see how focused some players are about coming back. If they look awful in the spring league, then it's obvious they are done. IF one of these guys show something, it's worth a tryout. Example: XFL guys that got a second chance and did fairly well - Tommy Maddox for instance (although he probably played on the worst Steelers teams of the last 40 years, he did lead them to drafting Big Ben) did fairly well for a guy being out of the league for 5 years.
If I thought signing Manziel would lose 14 games for the Jets next year I'd be banging the drum hard for him. My nightmare right now is that Dallas offers to pick up half of Romo's salary next year in exchange for a 1st round pick in 2018. Then Romo gets hurt, the Jets go 2-14 and Dallas gets the #1 pick in next year's draft because we doubled down on a strategy that has never worked for us in the past.
