By this definition, this last guy was not a terrorist. He had no political aim but he did have a problem with gays. He claimed allegiance to ISIS during the attack but before the shooting, was not a member. He just cloaked himself in the ISIS flag to get himself more notoriety albeit posthumously. This nutcase was a lone wolf ISIS wannabe but was not some sleeper terrorist and to top it off, he was an American Citizen aka: Homegrown but lets just ignore that so we can pretend this guy was some ISIS terrorist fresh off the plane from Syria.

Except that is one of ISIS's goals -- motivate lone wolf attacks. They have promoted that they don't want communication about attacks, just attack. So, the Orlando shooter's allegiance is completely in line with ISIS goals and it takes a tremendous amount of dishonesty on your part to try to separate his actions and his admissions from them.
