Well it's a LITTLE different now with the revised OT rules and being almost guaranteed a possession but yeah they got too cute and I guess worried about the wind. Even at the end of the first half Bill's hubris bit him in the ass, as if they didn't need to be in a rush to score when they took the air out of the ball at the end of the half.
