To me this is actually a thousand times worse than deflated footballs. Tellya what. If I'm any team going into Gillette OR playing at home, I would put a security tail on all NEP personnel and severely restrict their access. They could eat, take a shit and a shower and that is all. In addition, I would close all practices or if that's not feasible, simply practice incognito away from cheating eyes. I would make it really uncomfortable for the NEP's.
once upon a time football was played without headsets. its amazing how utterly incompetent people become when they lose these things. the helmet talkie thingies just were introduced what 10 to 15 years ago. before that a play was signaled in or run in by a player. now its all in his ear and when that communication breaks down they go straight retard.

I wasn't aware of that, doesn't that make it more likely that they were involved? He's preparing his team to play with non-functioning headsets whereas his opponents aren't so they have a distinct advantage if neither team has working headsets.
