The NFL doesn't even do substance abuse testing during the regular season because they acknowledge that the vast majority of players use it as a recovery tool. The testing period is April to August. They also raised the threshold that triggers a positive test. You have to be a legitimate idiot to get suspended for this, but the NFL has been immensely softening the policy. Sheldon is a moron, and the league's policy is wrong. The 2 events aren't mutually exclusive.
Steroids help during competition. Speed helps during completion. HGH helps between competition. Weed helps between competition. All have advantages and disadvantages. Different types of performance enhancers enhancing at different times. They are banned for a reason. _
The league isn't concerned about the advantage it gives players in between competition, they don't even test for it during the season. They only care about it when they players are doing it on their free time, for some reason.

However just because it is legal doesn't mean a company can't require you not use it. On a side note marijuana will never be legal in all 50 states. Hell, look at abortion. It is still against NFL rules for players on those teams or players visiting those states to use it. The union will need to fight to have it removed at the next cba which will result in giving in to something else such as an 18 game season. As for ALL 50 states making it legal. I suspect they will all fall one by one for exactly the tax reason you pointed out. It's far too big a money maker for the two states you mentioned. But i will counterpoint myself and point out that dry counties still exist almost a decade after alcohol prohibition ended.
