They can go to $156M or so with last years carry over. I am not sure if that means just the top 51, if so with Williams counting about $4M against the cap this year they still have $7M to work with. Move a little around and they should have no problem working Mo's contract in.
I'm pretty sure there is still a dead cap every team has to abide by. I don't think we get to spend more cap than others, we just have to spend essentially all of it, where as other teams can do what we did next year. I could be wrong though; it's confusing.

We could be paying a top tier QB without breaking a sweat. We have 20 JAGS on the roster making 500-660k each with no cap ramifications for cutting them. There are a few, whose contracts, though small are mind boggling.
Really? 'cause no one else seems to be able to. Brady's $30M/yr has turned the Pats into a revolving door. Flacco's $30M/yr has gutted the Ravens. Seahawks are in a life and death struggle over Wilson's contract extension. If we had our own 'Brady' you can kiss MoWilk, Richardson, AND Revis goodbye. Which may be fair, but I wish we could have both. A franchise QB AND money to sign/draft/keep our own top talent. When I look around the top tier of the NFL landscape it seems to be one or the other.
Teams without a franchise QB have an extra $20-$25M/season to spend. The Jets are a perfect example. And while we'll lose most of our games, at least we have jerseys in the stands with more than one name on the back. lol. When's the last time you saw a NE or Ravens game with a name other than BRADY or FLACCO?
You are missing the point of the salary cap and how it works. Only the top 53 guys count towards the cap. Even if you had less than 53 guys you would have each empty spot count for about $500K until you hit 53 salaries. Let's say Eli Manning becomes a free agent and you want to pay him $20 mil per year. He only bumps off the 53rd man saving about $500K leaving you with $19.5 mil to cut elsewhere (assuming you are capped out). Since cutting the guys at the bottom only leaves an empty spot (or brings up the 54th guy) you save nothing or next to nothing by cutting them. Instead you lose Brick to save $9.5 mil and Folk to save another $2.5 mil, etc. There are no easy answers when it comes to the salary cap except to find good cheap players in the draft and not to overpay them after four years.
I get the cap. Marcus Gilchrist,Dee (cant get on the field, or get toasted when I do) Milliner, Breno Giacomini, and the Amish Pop Gun account for 14 mil worth of cap space, and every one of those players is replaceable. And with Cro back, (I know..It's heresy...but...) Revis is a luxury.... Thats 30 mil
