Actually by law many of the things you have been posting would give the police officer the legal right to shoot the fleeing person. In South Carolina if the officer feels a fleeing suspect poses a threat to the community he can shoot him. Someone who killed 10 babies earlier would fit that bill. The Hillary Clinton part we could probably let him off with a warning though. Being he was probably only wanted for back child support that would not be reason to shoot.
Deranged people look for justification anywhere. He would have looked for another reason to go kill some cops if not for this. Not really, if you are arrested for contempt of court for not paying back child support in most cases you have a hearing within 48 hours, the judge will order a purge amount and release you when the purge is paid. many times the judge will release you and give you X amount of days to pay the purge. Fleeing and eluding would only add to the contempt and would likely result in a minimum of 30 days. Another choice is to support your children.

I believe London, UK has a pretty good solution although the privacy nazis over here would have triplets. London has the most video surveillance in the world. The way technology is going, between security cams on most blocks and practically everyone with a cellphone can record video then upload it, we're not that far behind. I think it will come down to that age old question.. How much privacy are you willing to exchange for how much security (nods to Ben Franklin).
I am somewhat tossed up on that. If someone without a doubt had murdered multiple people earlier in the day I don't think I have a problem with him being taken out while trying to flee. Problem with the law being there is too much in question in most cases and the officer can just claim he thought there was a chance he was going to murder more if he got away.
I think I would rather the cameras on each officer. There can not really be much claim of invasion of privacy and it is focused on the issue at hand. The NYPD pays out almost $100 million a year in lawsuits so if the cameras follow the trend of reducing use of force incidents by over 50% it is not too far off from guessing that lawsuit payouts would be reduced by almost $50 million a year, more than covers the initial $32 million cost. Future years would save many millions more. In addition I think this would result in a little better relations between the police and community down the road. It may take a while but is worth the chance.

Cop killed a fleeing, non-violent suspect. Wouldn't matter if he was alleged to have committed a violent crime. Wouldn't matter if he raped your grandmother. Still, not a justified homicide. Fry the cop.
Anybody who is willing to kill 2 cops who had nothing to do with garner or brown is obviously a person who was looking for an excuse to murder. I agree that if those incidents hadn't happened he would have found another reason to kill innocent people
