I don't know anything about tattoos ... how do you just change the color? Wouldn't you have to somehow get all of the old color out of the layer of skin?
It doesn't really work that way lol The artist likely lightened the green color already there and then the blue went right over it. Only other option would be to completely remove it, but he didn't want to do that apparently
