This sounds like it would essentially be the NFLs version of the d-penalty. Losing 3 drafts would set them back a decade. Would love it but doubtful. I think a BB suspension for the year and a loss of a 2015 1st is more likely.
I would consider it a slap on the wrist. Loss of 31st or 32nd overall in exchange of long history of success thanks to cheating is very minor. At the very least it should be year for BB and Brady, loss of 2 picks (first rounder in 2016 would be a high one that actually hurts a lot) and a VERY heavy fine, in the range of 10MM.
