Side point - Hypothetically, if the conditions are so that a ball drops over 1.0 PSI (there is a temperature where this would be possible), wouldn't that mean it would be impossible for a team to set a football at alegal PSI and still be able to be within the threshold at some point during the game? If this is so, why would they have written the rule this way?

Yes. Since this is the first time it happened and since it's 11 balls, it's not a coincidence. Games are played in colder places but never have this problem so clearly this problem is unique to that Patriots game. And since it didn't happen to the Colts balls, clearly someone on the Patriots sideline (I have no idea who and I highly doubt it was Brady or BB who specifically did it) did it.

You know how you have to maintain your cars tires, which can change pressure over time? You can do that with footballs too. If it feels too light, check the pressure and properly inflate it.
