No GM has full authority. None, anywhere. There's always a budget that is handed to them that they have to meet. There's always some give and take with the HC over personnel. The idea that any GM would have full authority is laughable.

I'll bet you he is handed a number he has to meet over a period of years in terms of cash spent and that he and his personnel department also have to work closely with Harbaugh on the players the Ravens decide to bring in. Do you think Ozzie was the guy who decided to give Flacco the huge deal after the Super Bowl win? I'll bet you that was an organizational decision that at least 4 people had a hand in (Ozzie, DeCosta, Harbaugh and Bisciotti).
I wish we would have some real insight into the meaning of full authority. WTF is that exactly? Sure as shit does not mean cart blanche. But it should entail a full delegation by the owner of all GM responsibilities and decision making within appropriate financial constrains to the GM. If Woody wants more control than that, then we might be fucked on arrival...but who knows where the truth lies.

I think they are referring to full personnel control w/ players and scouts. Chip Kelly / Bill Belichick have full control of personnel acquisitions. This has nothing to do with the entire budget, but I think whom the GMs can bring in. What players they can acquire. I think those tweets are vague, if it's in regards to personnel control w/ players and scouts then Woody is an idiot.
DeCosta is not coming. Why should he? Ravens are a strong organization. Ravens owner is a nice guy. He is the heir apparent to Newsome. I also think he has family ties to Baltimore. If Woody wants to retain a good portion of control, there is no way DeCosta or any other competent GM candidate would want this job.
I don't think any GM has Carte Blanche over the budget, and they should not, it's not their money. However I do believe that Ozzie and maybe Bill B, could bring forward to the owner any issue that they want to take care of and they might not have to include other parties in the conversation. That being said what kind of control is this guy looking for? Maybe wants to set up a certain structure within the ranks that does not have the HC reporting directly to the owner? A very strict chain of command?

Most HC hires are done by the ownership. So are most fires. The HC may report to the GM in the org chart but it's a rarity when a GM actually gets to pick "his" HC.

I guess the question is what is full control? Is it full control over hires and personnel? Does it mean that Woody cannot require the GM to force the Gm to trade a player like he did with Idzik and Revis? Does it mean that Woody cannot force the GM to trade and sign a player like he did with Favre? Does it mean that the owner cannot force the GM to trade for a player like he allegedly did with Tebow and then force the Gm to take the blame for it? Is it a Gm that does not want to work for an owner that publicly said he puts his religious beliefs and politics ahead of winning football games? It's a good question is it simply a balance of the control between coach and GM or does it mean that the GM does not want a meddlesome owner that will force player decisions upon them? Is it a subtle hint that the real problem here is Woody or is it simply saying it was a a power play by a GM candidate?

I think full control would be 4 things: 1. Final say on all draft picks 2. Final say on hiring and firing of HC and all assistants (taking that away from HC) 3. Final say on 53 man roster 4. Complete control of the scouting and pro personnel departments Along with reporting directly to the owner, not a President like Neil Glat Woody is not doing that.
