Ian Rapoport and Adam Schefter are reporting it. Bears worked out veteran WRs Santonio Holmes and Ben Obomanu, per sources, but not appear to be signing either for now
Holmes will definitely play this season, but I'd be surprised if he was signed in August. If he's on the team to start the regular season his whole contract will be guaranteed, and teams are afraid he'll take his time with minor injuries and such. They'll sign him after the season officially starts and cut him if he tries to milk injuries. Or they may be sizing him up as a possible replacement in case of injuries, or if some rookie gets off to a slow start. He can still be somewhat of a playmaker when he's 100% into it (which is rare), and he does have value on a team with horrible receivers like the Browns. I think they're just confirming whether he is in shape, showing him some verbiage to study- and then they'll possibly sign him in September or October.
The Bears are looking for someone to replace their 3rd string receiver and the Browns just signed Tim Smith an UDFA with injury issues over Holmes. I'm sure he'll probably get a little above vet. minimum from a team looking for a body but not sure why you think he is going to have any kind of impact. He is not a #1, never has been, now he is a couple of years removed from a major injury and over the hill in a football sense.
If teams think he's healthy they might take a shot on him after the first game of the season. When healthy Holmes is a good receiver.
And this is pretty much his final go around so unless he's beyond dumb, he'll keep his 'issues' under wrap to maintain a roster spot. He washes out again, the interest in him goes from little to none.
He's 30 and he's had an injury. That makes him 50/50 to be gone at the end of any season at this point. If he gets hurt or has an unproductive year nobody is going to want him. That's what happened to Braylon Edwards.
Outside of his meltdown at the end of 2011, I don't recall Holmes ever really getting into it with teammates.
Not to mention he's been an exemplary team mate and great mentor and teacher to the young receivers ever since. He was actually a big positive force in the locker room, but folks just can't get over the fact that he trolls the media and that in 2011 where he called out the oline because they were ruining Sanchez' career and he blew up on them at the end. Holmes has had a hellish rehab and had injuries on top of his return and never got fully into the swing of things. He deserves a shot on another team. If he doesn't have it anymore, he doesn't have it, but I'd like to see him get a chance. I feel like he'd tear it up on a team with an above average QB. The thought of him on the Patriots or Packers is a scary thought indeed.

Honestly I think his 'personality' is getting him blackballed, he still has the talent to play in the league but people can't trust that he will show up once he gets his money, or not undermine the locker room.
I guess the Steelers just gave a Super Bowl hero away for a 5th because he was such an angel there too.
Facts. I think he'd be solid again if he were moved back to the #2. I also think he'd be deadly in the slot, especially in Chicago.. oh my. I kinda wish we kept him, i'd wouldve liked to see Decker, Holmes and Jerey Kerl as our wideouts with Holmes at the 2. We didnt stop seeing production from Holmes until we moved him to the #1, i just hope decker doesnt have the same trouble transitioning to the WR1.
This is true, although, we also lost Edwards and Cotchery during that same period, so it's hard determine whether it's strictly that or the fact that we had no other threats out there so all teams had to do to beat us was double / triple team him.
