Dont think so. It seems this scanners only "job" is to disable bombs this guy allegedly has been dropping all night.
Seems like there are a good amount of bombs, this could have really gotten out of hand had they gone off.
Ditching the scanner. Its obvious its only a few officers not the "tactical force" of officers looking for him.
Supposedly the dead suspect had an explosive on his chest. White hat guy may have an explosive on him as well. This is via Scanner (not direct quote)

"Right before his disappearance, explosives were found near Brown University, however, they were destroyed in a controlled detonation. Police have yet to implicate anyone in the bomb scare."
