I suppose until someone comes up with a single clear answer to the question - whether by reference to a non-anonymous interview or something else - why do people suddenly assume that Rex has had complete control over personnel moves for some time when that was never assumed to be the case in the past? Is it that people feel someone has to be blamed and as the other targets (Shotty, Soprano, Tanny) have gone all that's left is Rex?
