of course he has complete f'ing control, that is inherent in his position so stating it is redundant. at the end of the day it doesn't mean he decides who the coaches are, he may simply approve of Rex's decisions. just because he puts his signature to the paper doesn't mean he picks the candidates or decides whether they should be hired.
