That's the language in the rule book, it leaves it to a judgment call for the refs. I've never seen any QB's called for making a hard count. I have seen them call it on QB's on busted plays when the QB pulls away from the center when the ball wasn't snapped and it draws the offense offside. Maybe twice in my life.
