Non-ppr I'd roll with Tate and Jackson. PPR I'd definitely go with Welker. Green would be tempting too, since Dalton should target him often...but Tate starting is too good to pass up.
Non ppr. I was leaning towards the two backs but I keep feeling like welker will get some more looks near the end zone with hernandez out.

Blount Greene Thomas and AJ are a coin flip imho. i think the browns d will play better against the run than the texans did don't like benson's matchup this week as the niners have been good against the run.
Decker if he is gonna be starting which I think he will with royal hurt. Qb situation is tough. I'll go homer and say Sanchez because I don't think the run game is gonna do much this week.
