    obviously an incomplete pass, the ball hit the ground and moved and his hands were not underneath it.

    Terrible coverage, should have been a touchdown if it was a decent pass.

    Unlike the play earlier today, the ball was on the ground when it moved, which I think means it's not a completion.

    No, it didn't. The ball doesn't move like that if his hand is underneath it. It clearly hit the ground. Whether they overturn it is another matter.
