Why would Buffalo expose him to other waiver claims, hope that he clears and then try to sign him when they could have had him for free? I understand how the process works. If Buffalo wants him, then he's on their roster free of charge, regardless of what Moss wants. They certainly wouldn't risk other teams putting in a claim or get into a bidding war for his services after he clears.
That's pure speculation on Schefter's part. I don't know his reasoning other than to pick Moss' brain about the Pats.
