Man he didn't mean to do it. The refs should know this, forgive him, put the flag away and announce there is no penalty on the play. It is simple fair and the nice thing to do in case of a clear accident.
It wasn't even shoulder pad-to-shoulder pad. Leonhard hit the receiver's chest with his forearms which is perfectly legal, and the pass should have been ruled incomplete because possession wasn't maintained all the way to the ground. That was a big play too.
