There's nothing important about them saying they have Revis' money set aside. Of course they have to have it ready to go. If they spent his money and then couldn't afford to sign him when he decided he wanted to come back it would be pretty funny.
I don't think a signing bonus has to fit. Anything in the future that's guaranteed for skill and injury needs to fit under the 2009 cap.
actually there is..If they felt like they were at a stalemate and there wasnt a chance he would sign eventually they wouldnt have to worry about his money this year. They could put it off until next year if they truly felt he wasnt coming back and spend his cut this year
