any upgrade to the stadium and they can come back with a new psl to finance it. if they decided to put a roof on it would be an upgrade and they could finance a portion of it through psls. they recently upgraded chicago and i believe green bay and charged psls for it. there is nothing that i know of keeping them from doing it whenever they choose. imagine if they came and hit a guy with a 5k psl on a 15 year plan 5 years from now for another 5k...
