Some team could make an offer to Eric Smith.....he's a heck of a special team player and role player at Safety. ES lacks good coverage skills but is a pretty smart football player. Browns have 2 ..3rd Round picks.
I know the basic rules for tendering a RFA. The quote from espn said we would "instead receive a third-rounder if another team signs" Clemens. I was asking why.

EDIT: Nevermind, I found a link on the phone. I thought the 1 round bump only applied to original round tenders on 1st rounders (it bumps to a second if any lower draft picks are tendered at a first), it must apply to second rounders as well. So, since Smith and Washington were drafted lower yet tendered at a second, Clemens ODO tender drops to a third. I was confused by the question of quantity limits. I also didn't realize the rule applied at a 2nd round level.

Seems like getting Clemens knocked down to a 3rd round pick instead of a second was planned to get him the hell outta here and to get us another draft pick. Odds of any team biting @ Clemens for a 3rd round pick though?
