Bringing in Favre didn't indicate they didn't have confidence in Clemens or Ratliff, it was having a QB comp before bringing in Favre that proved that. They obviously wanted to unload Chad and it was also obvious that Clemens needed reps not competition to get fully up to speed.
What about the four games he won earlier in the season in the fourth quarter? Those don't count? He had a bad game against Carolina. He threw 1 INT in 33 attempts. Against Buffalo he didn't actually throw a TD pass but he led the offense to 23 points including two rushing TD's by Cutler. He attempted 45 passes and didn't throw an INT until 3rd and 15 down by a TD with just over 5 minutes to go. After the defense gave up 30 points. He did throw 2 INT's two against SD in 49 attempts. One of those led to a SD TD. SD steam rolled them that day and Cutler didn't help. I'm not sure what he could have done though, SD put up 52 points. It's not all on the D, Cutler struggled as well. It's not all on him either. He needs some help.
I am not arguing this because I am against getting Cutler, I just don't want them to overpay. For what we know now he is definitely better than what we have but unless we get a good deal for him I would rather give who we have on the roster a full chance to show what they have.

^ True, he still had to drive them down the field, and still had to throw the TD pass and 2PT conversion after the stupid call though. The point is that he has proven he can do well under pressure when the game is on the line. He already has 6 comeback wins in his career.
I'm not disputing that, but as you said, he needs help just to get in the playoffs let alone win there, as they all do. It's just funny how different QBs are judged different ways on here. If they have a strong arm all kinds of excuses are made for them, the bottom line is winning games and getting in the playoffs.
I assume you're referring to Pennington again. Again I'll say if Cutler were on that '04 team with a top defense and top running game it would have been at least AFC championship and possibly Superbowl. I know, #10 had a bad shoulder that he was still able to throw a legendary bomb with in the playoffs. The '09 Jets should have a top running game and at least a very good defense if Jenkins stays healthy. Cutler would be perfect for this team. And again, I'm 99.9% sure he's not coming here so it doesn't really matter anyway.
I think it is more about his comeback wins as opposed to his arm. You need more than a strong arm to lead a team down the field when it matters. There are many mediocre Qb's that get to the playoffs but rarely do you see them go deep in the playoffs. Some teams are just good enough to overcome their Qb's shortcomings until the playoffs. The Ravens are a perfect example of that over the last decade.
