Relative to other QBs, I believe he was.

The way he played football was indicative of a player more concerned with stats than winning.
He was more frightened to throw an interception than almost every other QB to play the game during the past quarter century. This led to him holding onto the ball too long and hurting the team by being sacked excessively.
He was not a winning type of quarterback.
He was not a strong-minded, heady, tough quarterback. In other words- a sissy. And again, that's relative to other QBs. I do recognize that it is exceedingly difficult to be a sissy and play in the National Football League.

I think that the Jets will draft a qb, maybe Sanchez, Clemens will have another poor pre-season, Ratliff will be the starter, Ainge will be the 3rd string, and Clemens will be the odd man out and cut.
