I've got to believe that Bowles has tape of Petty screwing his wife or his daughter. Bowles's refusal to consider Petty the #1 makes no sense otherwise.
Petty can't read defenses though. He is horrendous at it. Can't run through progressions either. It was obvious last year. I agree, he should have been given a chance to show he has improved this preseason though. Especially when the other 2 options are McCown (Old and bad) and Hackenberg (Young and not ready).
Have to believe that Petty was still nursing his injury today or he would have gotten into the game at some point. Given the holes in the O-line I'd be shocked if Petty doesn't get his chance to start one way or another before the 4th game.
I'm no expert, but it sure looks to me like he's reading the defenses, calling audibles, and going through progressions. Yes, he did it against the 2nd and 3rd string, but he was doing it. Your assessment sounds more like you're talking about Hack.
