Rating a player higher does not factor in positional value. Without a QB, we're going nowhere, even if Barkley turned into a hall of fame quality player.
Plenty of crappy QB's have won SB. We almost went to the SB with Mark Sanchez and a decent not great running back. Denver won 3 SB with HOF QB's who were pretty much done. Elway was carried to 2 SB by Davis. Payton could barely throw the ball down the field when Denver won their last SB. I get that we need a QB. Be careful about drafting a QB just because you need one. I really like taking a flyer on Bridgewater. If he can get healthy he might well be better than Mayfield or Allen.
In the modern NFL, this is not a true statement. For every Dilfer, there is a Rodgers, Brady, Manning, Big Ben, Eli, etc. When you move up 3 slots for 3 2nds player value goes out the window. It starts and ends with one position.
Payton Manning sucked when he won the SB he did almost less than Dilfer on that team down the stretch. Wilson was asked to do practically nothing the year Seattle actually won a SB. That's pretty recent history. Nobody is inducting Foles into the HOF anytime soon.
Look at how they got there though, forget SB performance. Manning is a Hof'er, Wilson is a franchise QB, and the Eagles don't get there without Wentz (not to mention that Foles is a solid QB in his own right). You can spin this anyway you like, but this move is for a QB, and we need that a lot more than a RB.
Payton was benched for Osweiler the year Denver won the SB. He could barely throw the ball. Wilson in the SB year was asked to do almost nothing. Seattle was carried by their D and Lynch who was an absolute wrecking machine. Wilson is a very good QB but he had very little to do with that SB win. We need a QB. Need is a very tough place to be.

If they trade that low, they might not be able to get the player they really want like Nelson or Chubb. IMO, the Giants should trade with The Browns 4th pick. Browns have a shot to pair Darnold and Barkley.
OR Darnold and Chubb. Chubb and Garrett on that line is scary. Side note: do we play the Browns this year?
Flacco might not be great now, but he was a franchise quality QB not too long ago, so yes, he does count.
A FQB doesn't have to be an elite QB IMO. The Ravens were able to build around Flacco and go to the playoffs in 6 out of his first 7 years. I'd like a little more from our next QB than what Flacco has done, but would gladly take a Super Bowl win in year 5.
