Ncaa football penalty

    Please help me...
    We in Europe play NCAA Rules, I know it isn't NCAA football, but i need help, this is what happened:
    NCAA football penalty?

    So... we play NCAA football rules. I play center and in the last minute of the 4th qtr of our game i made a cut block on a blitzing linebacker (middle), he came in my hole without being blocked by anyone else, it was a pass so i just made one step back and saw his blitz and made a cut block ( from the face, not sideways), the ref gave me a chop block penalty, he said that you aren't allowed to make block below the waist as an offensive lineman. Is he right? Was it a good call? The pass was complete and we had 1st down on their 1 yd line, but ended with a 15 yd penalty losing the game, instead of having the chance to tie the game from 1 yrd line
    there were 30 seconds left on the clock, enough to spike the ball and run at least 2 plays

    NCAA 2012 Rules
    Blocking Below the Waist
    ARTICLE 6. There shall be no blocking below the waist (Rule 2-3-2) (A.R.
    9-1-6-I-VII).
    Exceptions:
    1. Against the runner.
    2. Before a change of possession on scrimmage downs that do not include
    kicks, blocking below the waist is allowed as follows:
    (a) Players of the offensive team who at the snap are:
    (1) On the line of scrimmage more than seven yards from the middle
    lineman of the offensive formation; or
    (2) In the backfield with any part of the body outside the tackle box; or
    (3) In motion;
    may block below the waist only along a north-south line (Rule 2-12-9) or
    toward the sideline adjacent to them at the snap.
    (b) Players of the offensive team who at the snap are completely inside the
    tackle box or on the line of scrimmage inside the seven-yard limit may
    block below the waist.

    So is it okay to make a block below the waist on a blitzing linebacker as a center?

    He made the correct call, you can't block a guy below the waist on any offensive play.

    on any offensive play you cannot block below the waist?

    "ARTICLE 6. There shall be no blocking below the waist (Rule 2-3-2)"

    It doesn't seem like any of those exceptions applied to you.

    I was a center on the line of scrimmage
