NASA and the ESA are both contributing. The thing that is interesting is that a private effort came together as quickly as it did and that it received broad multi-national government funding without any major legislative action involved. It's also very interesting that the money is going to one program instead of being split up the way you'd expect it to be in a market based system. I'm thinking 2029 and 2036 have some people rightly nervous.
