We throw around this term "development" like its some mystical thing. A Coaches job is to coach. They are teachers of football. They teach technique, they help diagnose offense and defense of the other team, the teach our offense and defense to our team, and they are involved in the physical conditioning required to play the game. They can not control what a player does and how they react once they are in a game. Quarterback is by far the most mentally taxing position on the field. No amount of preparation will help if the player can not process what he's seeing in front of him in real time or deliver the ball accurately. To me this is the same mind set of parents who's kids get bad grades and blame the teacher. If other students are thriving with the same input, this may be on the kid and the work they are putting into learning. It could also be a case of that child may just not be a great student with the tools to handle the material given. I don't know if Petty didn't put the work in of if he just lacked the tools to processes the game at NFL speeds, but I do know he is not a good NFL QB and I can't place a lot of the blame on a staff that got such good year from McCown with only one year working with him.
If McNown played 14-16 games last year I would be concerned that Petty was an unknown quantity that could potentially help one of our division rivals down the road. Since we saw what he could do and he seemed to have regressed from his pre-injury form it is probably best that we move on. I would still point out that he has a lower cap hit than Hackenberg and I am not sure he should have been the first one we kicked out the door.

If Hack is placed on the PS, he will be claimed by someone. Even if he hasn't shown anything as of yet, some team will claim him with the hope that he could develop as a back up or 3rd stringer. IMO, jets will either cut Hack, or keep him on the 53 man roster as a 3rd stringer.
