im in a league with 2 quarterbacks, 3 receivers, 2 rbs and 1 TE along with 1 kicker and 1 defense. what should be my strategy of drafting by position? im thinkin maybe qb first but usually people say just go with the best available

Depends on the scoring system as well as your draft position. If you want a generic answer usually RB yields good results unless you are in the bottom of the 1st round, then look to a top tier wr or qb.

How many teams?
I think unless you pick in a shitty position you have to come away with 2 RBs and 2 QBs in the first 4 rounds. Like I said unless you pick like last or there is a big run on one or the other go with the two big positions otherwise use yoru discretion if you are choosing between a QB like John Kitna and a WR like Larry Fitzgerald.
Also keep in mind who each team has because if most teams have 2 QBs you can consider slacking off to get your second.
Finally, make sure you are able to snag a young sleeper in the middle rounds (6-8) at QB. I was in a 2 QB 16 team league and was able to get Jake Delhomme when he was sitting behind Peete because I knew he had a good chance to start, so during the bye weeks I didn't have to post a 0.
